　　或许您并不理解，或许你有理由存有疑虑。这是因为您对中国的工会的性质并不了解，或在认识上有误区，甚至把它与西方国家的工会同日而语，认为工会是企业主的对立面,会带来麻烦而担心和害怕，因此尽管中华人民共和国《工会法》第三条、第十条都有明确规定：“在中国境内的企业、事业单位、机关中以工资收入为主要生活来源的体力劳动者和脑力劳动者，不分民族、种族、性别、职业、宗教信仰、教育程度，都有依法参加和组织工会的权利。任何组织和个人不得阻挠和限制。”“企业、事业单位、机关有会员二十五人以上的，应当建立基层工会委员会；不足二十五人的，可以单独建立基层工会委员会，也可以由两个以上单位的会员联合建立基层工会委员会”；江苏省工会法《实施办法》第三条也明确规定“企业、事业单位、机关应当在开业或者设立之日起一年内依法建立工会组织”，由于您对中国工会的不了解或误解，所以对组建工会还处于回避、犹豫、等待、观望的状态。对此，我们为对工会作用的宣传和与您沟通不够表示歉意。
　　中华人民共和国《工会法》中阐明了工会的职责：维护职工合法权益是工会的基本职责，同时工会动员和组织职工积极参加经济建设，努力完成生产任务和工作任务。教育职工不断提高思想道德、技术业务和科学文化素质，建设有理想、有道德、有文化、有纪律的职工队伍。这里可以清楚地看到中国工会主要有维权、建设、教育、提高的职能，体现了工会对员工、对企业双向互利的作用。
　　无锡新吴区建区以来受到众多境外投资者的青睐，目前已有1100多家外商投资企业，世界500强跨国公司70多个投资项目落户新吴区，全区创业人士和产业工人达20多万。外资企业在新吴区这片热土上得到了的蓬勃发展，但是我们也看到，近年来不断发生的劳资矛盾困扰和阻碍了企业的发展，也给新吴区的科学、持续、全面发展带来了不和谐、不稳定隐患。企业工会本着协调关系、构建和谐，劳资双赢、促进发展的理念，积极担当起的调节器、稳定器、助推器的作用。索尼、村田等100多家大型跨国公司企业工会的实践也充分证明，工会通过维护职工的合法权益来调动职工的积极性，可促进企业发展、经济增长；通过组织职工参与企业的民主决策、民主管理，能够培养职工的主人翁精神；通过教育职工遵守国家的法律和企业规章制度，组织提合理化建议、技术革新活动等对管理者进行有效补充；通过开展职工喜闻乐见的文化娱乐活动，推进企业文化建设，增强职工的凝聚力，由此职工人心稳定了，企业健康发展，实现互利双赢。工会是企业与职工桥梁和纽带，是企业投资发展环境的维护者,已成为不争的事实和必然。
　　2006年3月，新吴区成立总工会，工会组织在新吴区经济发展中的地位进一步凸现。目前，无锡市人大常委会对新吴区贯彻实施《工会法》和外商投资企业工会组建工作进行视察，表明了外资企业依法组建工会重要性。近期，我们将通过开设新吴区总工会网站、建立新吴区外资企业工会组建指导员队伍、举办外资企业工会组建大型咨询活动等形式，加强对外资企业工会组建的宣传、指导、服务，希望能引起您的关注、得到您的响应、赢得您的支持。

　　Despite a long distance,you come all the way to Wuxi to invest and realize the dream in your career.During this process,Wuxi New District Federal Trade Union is eager to assist you.Maybe you have some doubts against this organization.This is understandable.However,please allow me to make the distinction between Chinese trade union and that of western countries.In some western countries,trade union is regarded as the opposite of the enterprise,which bring salot of troubles and fears.While according to the third and the tenth article of Trade Union Law of the People\'s Republic of China,all laborers doing physic-al or mental work in enterprises,public institutions and government organs within Chinese territory who earn their living primarily from w-ages shall have the right to participate in and form tradeunion organizations,regardless of their nationalities,races,sexes,occupations,religious belief soreducations.No organization or individual may hinder them from doing so or restrict them.The tradeunion of an enterprise,public institution or government or gan with 25 or more members shall establish a basic-level trade union committee;if the members are less than 25,abasic-level trade union committee maybe established separately,orabasic-level trade union committee be established by the members of 2 units or more,or may an organizer be elected to organize activities for the members.Besides,according to the third article of the Enforcement Details of Jiangsu Province Trade Union Law,enterprise,public institution or government organ should establish trade union since its operation.Maybe because of your misunderstanding of china’s trade union,you still hold the hesitant point of view considering setting up this organization.Never the less,we have to apologize for our less effectiveness of providing enough information of trade union and carrying out our communication.Trade Union Law of the People\'s Republic of China regulates the major responsibility of trade union:atrade union should mobilize and organize the employees to participate in the economic development actively,and to complete the production and work assignments conscientiously,educate the employees to improve their ideological thoughts andethics,technological and professional,scientific and cultural qualities,and build a employee team with ideals,ethics,education and discipline.Therefore,it is obvious that Chinese trade union\'s responsibilities involve rights maintain,education,construction and improvement,which reflects themutual benefits provided for employees and enterprise.
